I had a Russian refurb with a new laminated stock that was really tough to get back together the first few times (no, I wasn't doing it wrong, I've had 7 SKS rifles over the years). I ended up laying it upside down on the floor with a 2 x4 supporting the action rails. Then I wacked the trigger guard downwards with a rubber mallet. Quick and easy and it did loosen up eventually.
Trick to reconnect SKS trigger assembly to stock/receiver.

I put mine on a flat, sturdy surface, press down on it with my thumb then whack the trigger guard with a rubber mallet.
After putting it back in a few times it should go in by hand with a firm press, though. All five of mine do.
