Triple 7/Black Powder replacement loads for Shotguns

Has anyone done any load development using the smokeless Black Powder replacements for shotguns? I have a 1902 Parker with damascus barrels and my uncle has an even older Remington, and we thought that the newer powders would allow us to see those pheasants drop (or at least fly away). He did some asking around, heard some concerns, and gave Hogdon a call. They said they do not recommend Triple 7 or others for damascus. Hacing heard that, and understanding that everyone is covering their ass these days re: liability, I still can not understand why this should not be fine. Many damascus shooters used to shoot smokeless lite trap loads with no/few problems and that is at much higher pressure than T7 would be?
