If there is no cash incentive there is no reason to fake. Also, the touched up blue will be a different colour than the rest of the barrel, the marking will have no wear or pitting and somebody would have to be pretty stupid to spend more money on a set of stamps/cold blue than the additional cash they would get out of having a moo marked mosin. Hell, the only time I have seen a soviet mosin sell for real money was either a dragoon or a 40 tula m38.

Unfortunately money is not the only driving force behind forgery. Sometimes it is just the fact that one can successfully fool another person is good enough. Also with their first steps fakers do not get $, but get valuable practice and get the chance to try the water Safely and see collectors' reaction.
