Troy BUIS help?

Hey ive been trying to line up my Troy buis front and rear. Rear is fine. Currently at 25m gun is shooting about 5-7 inches low. Rounds are 55. FMJs. Group is ok, just low. Is it normal for the BUIS to require this much adjustment? I think its one full turn clockwise for each 2 inchs at 25M. Is it cause the sight radius is short cause its a 10.5? Or is point on impact alittle low cause its to close? ANy suggestions? Thanks:dancingbanana:
 
LMT Monolithic CQB 10.5 upper. BOth BUIS are at either ends of the rail. Rail extends to the flash hider.
 
Well its not unheard of to have sights that are out --
I cant recall the screw pitch / adjustment for the Troy's
Try that -- worse case you'll have to shoot another group or two...
