A fellow I know has a" new" Chinese tokarev that won't cycle the slide with the hammer down? Taken it apart several times and can't see anything obvious.Any ideas? I realize a diagnosis unseen is speculation at best...............................Thanx

Not hard to operate the slide with the hammer down ,rather impossible ........it freezes and locks up tight.Would be afraid to fire it to see what breaks.

Hammer needs to be at half-#### to cycle the slide. Every Tokarev I have owned is like that.

Strange, the hammer half #### is the safety on the tork , you should never carry one with the hammer down , because the firing pin on the tork is a little on the long side and could set off a soft or proud primer, the half #### stops the hammer from contacting the firing pin ,it blocks the trigger and locks the slide until the hammer is fully cocked , you should not be able to move the slide with the hammer in the half cocked position.
If the hammer is fully down , you should be able to rack the slide without issue, although, it is easier with the hammer fully ####.
Aside from that , check the fire control group , a pin might of worked its way out .

Fun fact , Nothing should break if you fire it with the slide locked in place, there's a old trick for striker fire pistols, that when your in close contact , and the slide is push out of battery, that you can use your off hand to push the slide forward into battery and fire it , Ive done this at the range a few times for giggles, doesn't hurt at all .lol

half #### position is the safety, It will not allow slide to cycle nor pull the trigger.

OP. type 54 has notch on the hammer that makes slide very difficult to rack with hammer up(not cocked). That notch is there to allow Firing Pin to be pulled faster away from primer when firing in order to prevent FP breaking on next round or going full auto.

So in hammer up position, one must have good finger strength to intentionally rack the slide and chamber the round.
If no Its probably why it feels hard to pull and, and if slide slips not fully racked it gets jammed as it goes to half #### and locks up solid in safety position.

Normal operation on Type 54 is to #### the hammer all the way down and then operate the slide.
