I wonder if we could replicate that by soaking bullets in something intended to clean copper or lead - like Bore-solve or peroxide + vinegar. Maybe someone cleaned them with something corrosive. The lead tips in the picture look thinned out as though some lead may be missing - weigh them?
Edit : Oh - I should have paid attention - so although the tips are not lead, this stuff could be dried up residual gunk from something which dissolved the lead beneath the jacket. Does Lemi-shine have acid in it that might get into the air pocket between the tip and core and corrode ... or be an electrolyte in a one-cell battery?
Maybe a guy could split and peel a jacket off to see what the core-to-jacket surfaces look like - the problem might be obvious - and you might decide not to trust them for long life or hard service.
