turning down a bolt on a Mosin Nagant getting it to be a "sniper" ?

First, I'll make sure it is not a collectible. Then I'll makke sure it can shoot.
Then I'll go about dreaming about transforming it into a sniper.

First step : turning down the bolt... Who can do this really good? Any gunsmiths that are closer (SW Ontario).... but quality comes first.

any recommendations as to whom might do a good job and what to watch for? I'd like him to mount the rail ar well.

Try Ebay in honesty. There are usually a lot of repros on there. There are one or two places that also will do yours specifically down in the US, but I forget the names. I can't think of any one in Canada that speciffically does it, though any good machinist could.

as soon as I get my way around it, I'll figure out exactly what are you talking about <<bolt body and such>>.
So I can buy the bolt separately and put it on my rifle - reassembling it...just like that?

You need only the bolt body, with sniper pattern handle. You assemble your bolt parts including bolthead onto the body. Because you use your bolthead, headspace is not affected. Go to eBay, and do a search for "nagant sniper" or some such, and you should turn up modified bolt bodies, repro scope mounts and repro scopes. Maybe even original ones.
