Twist rate and/or barrel length vs data

Looking at the Hodgdon site and numbers for .223 data list 1-12 twist and 24" barrel. I'll be using 1-9 twist and 21" barrel, will either of these make any difference in what my starting and maximum load data?

No it won't matter. Your speeds will probably be alittle slower then what Hodgdon list with the same charge. Always start low and work up.
 
Twist has no effect on pressure. Your 1:9s will work well with up to 69 gr match bullets. 75 gn HP might also work, but buy a box of 100, not a case, and test them.
What Ganderite said!! The rate of twist has everything to do with stabilizing the bullet in flight. Generally faster rates of twist will stabilize heavier (longer) bullets and slower rate of twist will be better suited to lighter bullets.
