For my PAL, none of my references we're called, my wife included. I was literally approved on the 28th day.
I sent my application registered mail, and included additional paperwork. (too paranoid for proprietary info being accidentally lost) Any question that I thought convoluted on the application or I didn't answer (because I didn't have to) I explained on the separate sheet of paper.
Never had a brush with the law other than a speeding ticket.
I already have a passport, and I have been bonded several times. (worked at a casino once for example)
I had an FAC back in the day, and I took the Hunter's Safety Course in 1988. They grandfathered it here in Manitoba. (yay)
Maybe that was all why it took no time after the cool down period. (there is a 28 day cool down period from date of receiving the application to when they move forward on it at all)
I think the more the Feds know you, the faster it takes. Just a guess.
