Same BS has happened in US in 2005:

".....The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has determined that the language of 18 U.S.C. § 925(d)(3) permits no exceptions that would allow frames, receivers or barrels for otherwise non-importable firearms to be imported into the United States. Accordingly, ATF will no longer approve ATF Form 6 applications for importation of any frames, receivers, or barrels for firearms that would be prohibited from importation if assembled. No exceptions to the statutory language, for example for “repair or replacement” of existing firearms, will be allowed..."

ATF, however, acted much more reasonable:

"...ATF recognizes that importers have, in the past, obtained import permits authorizing the importation of barrels and receivers for non-importable firearms for "repair or replacement" and may have entered into contracts in reliance upon such authorizations. In order to mitigate the impact of ATF’s change in import policy and to allow importers a reasonable period to come into compliance, ATF will forgo enforcement of this import restriction for 60 calendar days and allow importers holding existing permits to continue to import barrels and receivers for a period of 60 calendar days. ATF believes this time period is adequate for importers who have entered into binding contracts for the sale and shipment of such barrels and receivers to complete the process of importing the items into the United States..."
 
It seems that right now the best approach is to keep pressure on VanLoan so that he puts pressure on the RCMP for screwing around with this for so long.
Bottom line the RCMP approved the Lever guns years ago, and these are the same thing except for the non-restricted barrel.

Why can't someone put a non-restricted barrel on, then get a non-restricted FRT number and our problem whould be solved.

Mr. Minister,

You government was elected in part through the votes of tens of thousands of law abiding firearms owners across Canada. Your party promised to remove the long gun registry (which is only being discussed through a private member's bill) and reform Canada's gun laws with some common sense.

Unfortunately you may have the government, but you do not have the bureaucracy. The Canada Firearms Centre, run by the RCMP, the Chief Firearms Officers (some provincial, most federal), and the technicians at the RCMP firearms lab are continuing to promote their antigun disarmament agenda.

Several recent examples illustrate my concerns:

Marstar, a firearms retailer and importer of repute has had their entire shipment of VZ-59 rifles reclassified to prohibited from restricted, despite an earlier determination of their class, prior to import. Now, in a time of recession, a law abiding Canadian gun owner is left holding a gross of unsaleable stock at the whim of the RCMP.

Canada Ammo, another established retailer and importer has had their entire order of T97 rifles held up by CBSA at the behest of the RCMP, despite the fact that the rifle by virtue of barrel length has been classified non-restricted. Across Canada, law abiding gun owners are waiting for their legal purchases to arrive, purchases that have already been paid for.

Mr. Minister, it is time for your government to fulfil its promises to the citizens of Canada...make Bill C-301 a government bill (in its original form, without the proposed amendments), derestrict the AR-15 rifle, de-prohibit the shortbarrel and .25/.32 calibre handguns, curtail the arbitrary abuses of power by the CFOs and the RCMP Firearms Lab, and remove the useless magazine size restrictions. Please advise me of your progress in dealing with these matters.

Correct me if I am wrong.

Do you mean cut the barrel short so it is restricted.

What Canadaammo imported is T97 with a long barrel,
Leverarms restricted version T97 is also having problem.

NO I wanted to take a restricted T97 and make it non-restricted. That is one that is already in someones hands at this very minute. But if you can take one and cut the barrel short and make it restricted, why not? Are there not FRT numbers for the restricted ones?

Yes I have read here that people say that the FRT class has changed to prohibited or restricted, but has someone tried to sell a T97 to another party?

I don't believe that is possible at the moment. I think I remember Clobb saying he can shoot it, but can't transfer it?:confused:
 
The issues aren't that the laws were misunderstood. The issue is that the RCMP tried to change them, create their own standards outside Canadian legal procedure and infringe on the rights of Canadian gun owners.

Now its not about us complying with Canadian Law, its about the RCMP complying.
