Should be legal, as long as the receiver can't accept "real" parts to convert it.

There is a legal copy of the Makarov in Canada which uses around 80% Makarov parts. However the .177 barrel if fixed to the frame so it would require a lot of machining/skill to make it into a "real" gun.

Those mak's that made it through are the only ones in canada, you can't import them anymore, same goes for the yunkers AK's.
