Iron sights, detach mag, stainless steel, built strong, multiple scope options, short gun, practically no recoil
 
A Savage 116 in 30-06. Detachable mag, stainless, good trigger, synthetic stock. A basic Lee hand loader is $40. Lots of scope options under $300.
 
I would put the 7rem mag in a rifle made by the same company that designed the cartridge.... From expierence the worste thing you can do is buy a rifle on a tight budget. Save more money, or dig a little deeper. You could find a far better set up by spending an extra $500. Get something that will trully make you happy for the rest of your life, and be good quality.

Nothing wrong with the 7mm RM, but it has more recoil than is really necessary to achieve all around status and the high velocity with lighter bullets tends to cause bloodshot meat on less than perfect shots.

+1. I can't think of a better all around choice, especially for a newer shooter who may be intimidated by magnum recoil and muzzle blast.

I would buy a 308 Winchester in the rifle of your choice. It's a short 30-06, more accurate than the '06, kicks less than the '06, milsurp ammo is available, and you can get ammo for it everywhere. Did I mention it's ACCURATE?
 
The weatherby Vanguard series 2 fits the bill.

It's fit and finish is excellent, has a great trigger, guaranteed 1 MOA accuracy.

Quality one piece bolt design with mauser style claw extractor.

Take the bolt down with one twist or your wrist for easy cleaning inside if rain gets in the gas relief holes.

Trust me, better fit, finish, and obvious quality than any salvage or ilk.

Go to the cabela's in Saskatoon. They have them there.

You can also get the 'vanguard' talley one piece base/ring set which compliment the rifle beautifully.
 
Caliber would be a 7-08 or 308 ( ammo more available for 308)
Both are fun to shoot and are typically very accurate.
if price is a factor Savage x-axis ( a lot of accuracy value in these guns) under $500
In medium price a Tikka 3.( $1000 scoped well)
I have never known one not to shoot very well, and smooth as silk.

Anyone who recommends a magnum as an ideal one-gun to a new hunter is...not giving the best advice. In my opinion.

Did it ever come up as to what the OP will be hunting?

Lots of votes for the 30-06...a nice used Husqvarna could be had at Trade-ex, and would perhaps be better made than any new rifle for a budget price.

i like my 7mm rem mag but it wouldn't be my pick for a beginners first rifle. I think 308 is very hard to beat for availability and versatility. I've taken gophers and moose and elk with mine and almost everything in between. It is a very capable big and small game round. I've shot lots of coyotes with 110gr v-maxs and they die fast. 150gr sierras for deer and antelope and 180gr ballistic tips for moose and elk. Easy to shoot and easy to load for. Any rifle that fits you will in a price range you can afford and go have some fun.
