This would be a fairly stupid thing to try. First of all pennies have a diameter greater than a 12 gauge shotgun. Well, I tried the screwdriver method again just now on some #2 buckshot and it worked:
I still have no idea how to get the wadding out, but it's interesting to see the shot. I've noticed that the sizes are not homogeneous. It appears there are two distinct sizes of shot within the "#2" shell.
After removing all of the shot, I was able to very easily re-crimp the empty shell just by pushing down on the plastic flaps I'd lifted up, so now I have my very first blank.

I can't imagine anyone wanting to do this, as I don't see how dimes would be "more" lethal than buckshot.
You realize that the blank you made is lethal at close range. The wad will be the projectile. I dont know what you are trying to achive but it sounds dangerous.
Dimes aren't going to go very far at all, they are much lighter and are not aerodynamic at all. Hey, even if you load it up with dimes, it is still probably cheaper than shooting bismuth or tungsten.
Same thing with loading it up with salt. Very short range only.......

If you want a blank, just fill a primed case with powder and crimp it. Do not add any sort of payload.
I always assumed that people hand loaded the rock salt shotgun shells, but thinking about it, I bet most people just pried open a factory round. Maybe I will try some out in the back yard when I get home. Popcorn sounds better as it wouldn't be corrosive, and it would give you a movie theater feeling...![]()
