If we went for a raffle, and only an "IF" right now, I am thinking that it would have to be for 1,500 tickets at $100 per ticket and I would have to have a way of pulling out $60K to cover most of my cost.

You should check the lottery lic rules for the province of MB
I know in Bantario, printers will not print tickets for a lottery unless you have a lic number to put on them.
To get the Lic # you generally go through the City hall equivalent for the municipality where you live
To qualify; a given % of the proceeds has to be donated to a charity. Usually close to 50%
Not trying to be a stick in the mud, but don't want you see you end up with a problem either.
