Unknown die - Help?

Hey there gents,

I recently got a set of dies in a deal and got a random die-lookin thing extra in the set.
Not sure what it is and can't seem to figure it out.
It fits a 300 Win Mag shell base pretty tight all the way through with no taper.

Any ideas?
