That could be Mooncoon, I was wondering what that lump on the base of hammer could be, but perhaps just poorly finished, or a later repair? If it was a repair, you'd think they would smooth it in a bit better than that though, unless they felt a bit of extra material was needed to make the joint strong enough.
I thought that the dogs were often removed later when they went 'out of fashion'? It looks to me like the dog is under tension on the half ####, but as you say, I can hardly see the point of it, mechanically given the shallowness of the notch. What the market expected maybe.
Yes, maybe it is "Schinay" and what looks like an umlaut is just a couple of coincidental marks... Have to take the frizzen spring off to tell I guess. If it is Schinay, it is a VERY uncommon name. I found only two references, but both with Germanic first names.
Most industry was cottage industry at that time, so locks being made in little out of the way places wouldn't surprise me.
I was wondering what those two center punch marks and what looks like a semi-circular crack or join on the rear of the hammer might be, as well as that little notch near them, if it is a notch. Almost looks like a piece added on to stop the hammer being drawn back too far, but there is nothing for it to butt against.
