Can you get Magpul for that?

Scary enough... You can get picatinny rails for mounting accessories if you import them from the states.

I'm looking into buying an unrestricted black or green rifle.
Any suggestions?

You really should go to a gun store and handle a few first, get a feel for what what feels good to you. You may love/hate some of the otherwise good suggestions just based on touch.
