coyote - Yes, as I said back on Post 16 I was going by the reticle that showed 40MOA Up & Down. Back on posts 13& 14, boxhitch and turbo_bird pointed out that the specs were only 45 Total, NOT 45 U&D.
Grauhanen, Thanks for the advice on this. The Burris ringset with ALL inserts will cost me ca $170 shipped, so buying a 20 rail and losing a bit on the 30 if I sold it, I would prob break even - if I'm lucky. I think I'll stay with the 30 and get the B-ring set. I'll be back in a week or so with an update on this when I get the new setup going.

UPDATE to issue -> I installed Burris Sig XTR rings with +10MOA in front-bottom, on the A-419 30MOA rail. As I said b4, Stoeger was the only vendor I could find with the whole 'ring-set', others were either 0-MOA or a single MOA-set.
I then zeroed the scope by 'counting cliks' - Vert=209,Hor=217 - then counting to center. At the range I got Zero @ 25yds with 5-shots, then 50yds with 5-more. 100yd is 'fair' but it was windy that day. Always something . . .
