Scummy, I would use my 7x64 Mannlicher on both black bear and moose - no problems there! Just make sure that you are shooting a premium bullet, mine has a particular liking for Nosler E Tips.
I carry my 9.3x62 here in BC, when hunting in Grizzly bear country, I think that the 7x64 will work OK on them, but prefer my 9.3 because of the way I have it set up with low power scope and illuminated recticle.
A viper PST 1-4x22 works for me....variable settings on the illuminated recticle makes it easy at dusk and dawn.
270gr matrix bullets work great in my rifle, as do 270gr Speer SP
