US FFL dealer can't/won't ship my antique Webley

I purchased a Webley Mk I from an auction in the US.
The seller decided to call BATF about the transaction. They told him he can't ship it to me because he is a FFL dealer in the US and the gun is registered in his 'book'. They claim he can only sell to another FFL in the US, or the buyer must be a resident of the same state and undergo a FBI background check.
Anyone ever heard of such, or am I getting the 'run around'?
