Is any of that brochure relevant today? It makes no mention of a rifled barrel extension, as per OP question.
Reference today is made WRT, "continuous rifling".
If the flash suppressor or muzzle brake was rifled, it may meet the requirements, unless that brochure has been updated...
If you use a chunk of barrel to ad to a 18'' barrel to make it 19''then it is an extension you are adding. Barrel must be one piece no ad on. Call the tec at the CFO they will tell you the same thing. Dumb law but that's the way it is.
If you ad anything to a 18'' barrel to make it longer even a piece of barrel it is an extension weather it is welded on or not it is a restricted rifle & should be registered. The barrel must be ONE PIECE no ad on to make it non restricted. Again a dumb law.
There is no law, otherwise you could show it to me. The papers you are providing don't talk about a welded on extention. In my opinion somebody should challenge the RCMP lab because as usual they went beyond what the law intended.
There are also 2 different situations, the first one is when a handgun or rifle has to be reclassified, the seond one is when a rifle like the M1 carbine has had a barrel extended by weld on (not suppressor, not muzzle brake) and at the time was classified as non restricted. The above new regulation from 1992 did not make all those M1 carbines restricted in my opinion because there is no mention of them, only those with a removable extention. I would like to know how many of those are still out there with the weld on and I would also like to know how often and if at all their owners got into trouble with the RCMP or not. Those were all registered as non restricted a few years ago and most owners don't know about what some on here claim.

I purchased an inland carbine about a year ago with a welded barrel extension from a very reputable dealer. They assured me it was still classed as non restricted (as they'd checked it out with the CFO) and provided written conformation to that effect. What the local RCMP would do if it was inspected is anyone's guess....
The fact that you don't like the way the law is enforced doesn't make it any less the law. There are lots of us that think the law is worthless, unfortunately no one consulted us on this. Add to this that the person you're quoting has forgotten more about the M1 Carbine than the vast majority of us will ever know, and what we end up with is you looking dumb - but hey, you're here for a good time, not a long time.
You will loose your gun has an extension on it & should be registered ( restricted). Phone the CFO & talk to the tec not very hard to do just tell them you have a G.I. M1 carbine with a 18'' barrel with an extension on it & ask if it is non restricted . If they say it is restricted then tell them they don't know what the are talking about. or are you scared to call.
I know that's your reference. Fortunately, the RCMP technicians don't make the law.
