U.S. retailers usually don't export due to U.S. export laws. They need an exporter's licence. It's not the same thing as the export permit.
Major manufacturers like Dillon, RCBS etc, usually, have a Canadian distributor. Selling directly would violate their agreements/contracts with their distributors.
There's very little available Stateside you can't get here without all the Customs BS. Customer service(parts) isn't the same thing as selling.

Anyone know if Buffalo Arms will ship bullets into Canada now? Last time I tried a few months ago their site said they wouldn't. Thanks.
According to Sinclair permits are no longer required to ship 1000 or fewer bullets into Canada. You should call Buffalo and ask them. Mention the notice in the Sinclair catalog if they're not aware of it.
