I have been looking at these used Steiner binoculars for awhile. Anyone have an opinion on them? Are they worth the money. Can we buy these cross border or are they a no-no, based on US paranoia?

Steiner make some good products (they tend to be higher priced) and they also make "economy" products (think Tasco) at a lower price. Be cautious as there are folks that will happily sell you the economy line at the Cadillac price. I am not aware of any restriction on purchasing binoculars from the US.

The ones you link to may be "general issue" for military personnel and what is occasionally called here a "class C" (consumeable/disposable) item. While that is not usually the case for optics in many military oganizations - I don't know how the Isreali army treats these items. If there is a reticle as identified it will be on a seperate optical surface in one of the focal planes...dust on that surface can be an annoyance.

(note: a very small issue is if the reticle is also illuminated with tritium - I would doublecheck that they can be exported from the US to Canada -- there "may" be some slight chance of a technicallity impeding their export.
Frankly I am just making this up as I go cause I really don't know if there would be any issue in the highly unlikely event these bino's have tritium to begin with)

I had a pair of higher end Steiners on loan for most of last season, when it was time to hand them back over I went shopping for new ones, bringing the Steiners along for comparison.
I ended up with a high end pair of Bushnell in around the same power, they were slightly superior to the Steiners in my opinion. One thing I liked about the Steiner is the eyepiece, it completely eliminated and external light, I enjoyed that, and miss it now.
When my buddy collected on his Steiners he brought his bigger ones, 50mm, they were absolutely awesome! But all things being equal (magnification/50mm vs. 42..)I very much prefer the Bushnell over the Steiners after holding both at the same time. I am not talking about the Bushnell line Wall Mart sells though.
