Using 10/22 for grouse - magazine capacity limit?

Check your regulations but there is no restriction on rimfire magazine capacities federally. Here in Ontario you can use a rifle for grouse, yes wing shots are dangerous that is why you shoot them on the ground. The 3 shot rule here is only for shotguns and that is because of the federal migratory game bird law.

I think 2f2f was wondering if there was an equivillent rule to the 3 round capacity for migratory game birds that applies to upland birds. To my knowledge, the answer is no.
