Using an arbor style bore sighting tool.

Hello I have a Tasco bore sighter kit. It works extremely well for windage. It has been hit and miss on the elevation. This could be due to the variation of the centre line of the scope above the bore for different mounts, compared to the centre of the grid of the bore sighter above the bore.
Is there a procedure to determine where to point the horizontal crosshair for proper elevation ? I understand trajectory, and the height of the scope above the bore has a bearing on this. I believe it's the height of the scope above the bore and how it's factored in here, that I do not understand.

Zero scope at 25 yards.
Proceed to 100.
Set desired poa.

The Bushnell boresighter does the same, unusable for many rifles. That's why I like the lasers the best. Points where the bullet is going.

I'd just get a laser-sighter kit. I've had one for over 10 years and still the same battery. I only use it for 10-minutes every time I get a new rifle, so lasted a long time. I zero at 25-50 yds in the evening so the light is visible at a distance. Over 50 the dispersion doesn't get very accurate results. Under $40 here -
