Using an upper before prohibition

Simple question = difficult answer.
Is there an unrestricted lower in the Canadian market capable of receiving a mil-spec upper with long barrel to make a hybrid semi-auto or bolt action rifle

No (Assuming you're talking about an AR-15/AR-10 upper).

Since AR15 uppers are prohib by name, I'm not sure what it would solve?

Also, the RCMP used the test of 'can we put a AR-15 upper on this lower' to determine if it's a AR-15 - anything that would fit your requirements would become a AR-15 and prohibited.

There was previously a lower made by ATRS that was non-restricted that used a modified AR15 single shot 50bmg upper from Canada Ammo, not sure what the state of that would be if you re-barreled the upper to a cartridge under 10000 joules.
This one, I don't know what its FRT was.

The AR15 upper is now a named Prohibited item as well, so nothing short of a reversal of the OIC can change that.

It is FRN 128040. Currently prohibited under PFR, Part 1, para. 96(i) - i.e. the May 1 OIC ban

That "workaround" only works in places that ban AR-15 rifles based on features.

It doesn't work in Canada.
