Using Non-restricted firearms in a different province

You're BC ATT should be good to the border, then you will have to call AB CFO to bring it in to the province. They will want to know where you plan on shooting it and for how long you will be in Alberta. Then, if they're satisfied, they will issue you a STATT with the dates you specify.

what if i fly in?

Contact your provincial Minister of Natural Resources and demand changes to your provincial hunting regulations. Enough people demanding change is the only way this will get fixed.

NO!!!

ATT's are good across Canada. The BC CFO may issue an ATT to any shooting range approved under section 29 of the firearms act. Same applies to anything covered under section 19.(b) of The Act.

63. (1) Licences, registration certificates, authorizations to transport, authorizations to export and authorizations to import are valid throughout Canada.

in nb you can buy a varmit licence and use anything under .23 and or a shotgun only certain shots. if taking a rifle above .23 and just want to sight it in you need a permit to have the rifle between the times you ask go out to a pit a sight it in thats it.
