According to the BC Gov't, ALL critters belong to the Crown, and thou shalt not, unless they say so!
There is a list in the regs, of what they say so.
Gophers on Crown land are a no-no, for instance. Gotta find a landowner that wants rid of them. (unless that has changed in the last few years)
Or you have to hook up with someone that has managed to get the fur-N-feathers to issue a permit to control the populations. A friend of my father's, was getting such, to clear out gophers around roadside rest stops in some areas in the interior.
Hunting regs. Read-em and weep.
Around Penticton, I'd expect that you should have only minimum problems finding a fruit grower that would like to have someone whack starlings in the area, but that would probably be more of an airgun proposition.
