Velocity drop in shot group

Tried to search online and here for a semi-easy answer to this question. No luck. I will give as much info as possible to make it a little easier.
Was at the range with my chronograph. Cold, ugly day with some snow. Temps at zero degrees.
Shooting my Savage in .223 and getting decent velocities with my pet load. Velocities stayed linear. Shot some .22 factory CCIs to see speeds. Varied but stayed on a wide base line.
Then I shot 5 rounds of a pet load from my Parker Hale 25-06. 120 grain Nosler started at 3100fps+ and then dropped velocities. Then tested new rounds with same powder weight but 120 grained Speer bullets. The velocities dropped again, still ower than initial 3100fps.
THEN I tried some of these Speers in an ancient Winchester 25-35. Loaded one at a time. Velocities dropped off as well.
To ensure the chrony was working fine, not covered in water and not dying batteries, fired the Savage over it and everything was fine again.
SO my question is did a coldish barrel make for low tolerance, higher pressure, faster speed and as the barrel warmed the speeds dropped??? Seems weird. Is this an older rifle barrel issue? Since both rifles that were affected are older?
When the weather gets warmer I wil try these loads again to see if there is a change.
