20-22 grains of H110 or W296 should be fine with a 240 grain bullet. My heavy load is 22 grains with the Cam-Pro bullet: still pretty heavy, but the recoil doesn't sting as much as a maximum load.
You might not want to go below 20 grains, as you may run the risk of getting a bullet stuck in the barrel.

Are you using magnum primer for your 44magnum reloads?
Using another cal 357 magnum, I am able to use titegroup using s&b SPP, non magnum. It goes bang and accuracy is decent using my GP100 between 8-12 meters.
Resurrecting a mildly old thread
I was researching on 44 mag reloading and which powder to use. Reloading with 240gr CamPro projectiles, with Titegroup, I have a very narrow band from 9 - 10gr.
I looked further into other powders and came across HS-6 which has a wider band ranging 12 to 15.1gr.
Any one reloaded with HS-6? Also considering this as it is on sale at Cabelas for $35.99 for 1lb containers.
