Very Confused With What's Happening

A friend brought over his "brand new" Henry Long Ranger in 223. Apparently he had taken the first shot with it and wasn't able to open the lever.

So I tried a couple of things to open it up. I was able to manipulate the lever enough to disassemble the lever, trigger group, and bolt.

Looking at all of the internals there was only one thing that jumped out at me. There was a piece of plastic that was in the "gear area" of the bolt. The piece appeared as if it could prevent the gear splines from working smoothly. This piece definitely appears to be from the factory and has a purpose. I pushed the piece back up into the bolt and put the gun back together. Everything seemed to work. Racking the lever and dry firing the gun. I took the gun out and fired a round. Sure enough it "jammed". Repeating this multiple times with different ammo didn't produce different results.

I checked the headspacing from one of the pieces of brass. Everything seems to be proper except for the ejecting issue.

So what's going on?
 
Sounds like the plastic piece is loosening under recoil. I would contact Henry for warranty.

That was one of my thoughts as well. Hard to tell when you have to open the lever to get the bolt out though. If it is only a friction fit it would seem like a mighty inconvenient place to put it.

It's right on the bottom of the splines. Can't see it in this picture and I'm not currently home to rip it apart again.
 
Plastic part on the working parts of an action??? I'd take it back for full refund and buy something that doest have plastic parts on/in the action. Maybe it was a shipping part? Meant to be removed before use? Does it cycle/fire without the plastic part?
 
Could it have been a packing piece to keep something in place for shipping? I can't see plastic being used on the working bits of a bolt.
