very old weaver base and scope

my granpa's old enfield #1 mk3 has a weaver detachable side base with a very old weaver4x scope.The base seems to be molded around the scope with no way to remove it.Removing the 4 screws just allows you to slide the scope around. Did these come as one unit scope and mount?It seems like you would have to destroy the mount to separate it from the scope!

the other thing is that the scope is buggered, you just see frost when you look thru it.Is there someplace that would refurbish it without it costing more than a new scope?
 
old weaver

I have an old winchester with an old 3/4" tube scope and the rings are between the adjusting knobs and the eye piece. to take the scope out of the rings you unscrew the eyepiece and slide the scope out of the rings. if there is one ring each side of the knobs then you have to take the knobs off to slide the scope out.
