Take the scope off and shoot iron sights at 25 yards and see what happens. I'm sure you can shoot better than 5 inches at 25 yards with irons.

-Target’s at 25 yards, or 900 inches.
-Barrel is 22 inches, or 1/40th of the distance to the target.
-So a 5 inch group would (divide by 40) equate to 0.125 or an 1/8 inch of barrel movement.
OP... Dumb question I’m sure you’ve already tried: Does the rifle rattle when you shake it?
Side note: I mean no disrespect by calling you “OP”, you just have one of those names that gets pretty confusing to use in a sentence ;-)

Well....that took an unexpected turn lol.
As for the rifle, it's got to be the bedding, I can't think of anything else that would mess it up that bad.
I had a Zaztava M85 that would behave similar at 100m. I could squeeze 3-4 rounds out of it that were groups after initial assembly, then it turned into a shotgun and remained a shotgun. Bedding the action and keeping a pressure point up front cured it.
Would have been easier to sell it, but getting a gun to shoot is one of my enjoyable frustrations.

Took the magazine out of the rifle, and the first two shots are touching. Thanks for the reminder, Potashminer. Now, just need to bed it so the receiver is a tad higher in the stock. That will also free-float the barrel a bit.

Interesting thread. I have a rifle that has been frustrating me for a couple years, but I'm not giving up; more fun than ones that are accurate.
Maybe I need to learn to cook more than just boiling a hot dog.

Looks like my 'guesstimate' earlier on, based on a somewhat similar experience a friend had with a barrel mix up, was way out in left field. Glad you solved the problem, with the help of some, nice baking.Well, Gentlemen, we are somewhat disappointed. This after bedding, and at 25 yards again.

Demonic possession is starting to look probable , I'm sure you'll figure it out though . I'll go way out on a limb here , but have you checked the front receiver ring for signs of a crack ? It has , after all , been rebarreled , and I'm sure you know about the possibility of a stress crack occurring on the P-14/ M-17 rifles , just a thought . I do hope I'm wrong by the way .
Send it to me and I'll put the Magnaflux to it. If there's a crack, I'll find it.
If there was a crack, wouldn't the bbl be loose to.some degree?
Not necessarily , I bought an Enfield based sporter from Century arms years ago . It exhibited very similar problems as Teds . After a lot of experimenting , I found a hair line crack in the front receiver ring . A number of years had passed since the purchase , so instead of returning it , probably an exercise in futility , I tore it apart and re-assembled it on a P-14 action I already had . It's still going strong and shoots really well . The cracked receiver got the chop . I'm not saying that it's a definite thing , I'm just trying to eliminate possible problems .

Try a few rounds loaded with a milder charge of 52.0 gr of H4831 to see if the group tightens up. Give that whippy tube time to cool well down between shots. Ye should get a tighter group from 'er I reckon. It worked for me years back with a new Husqvarna in 270 that was twitchy with warm loads.
If the bugger still shoots weird, then a fresh tube would be the better option over pulling the barrel for a 2" trim & re-crown if the receiver checks out sound.
A Timney trigger would help as well.
