Yes, as a couple of people have mentioned... he is Transit Police. Transit Police shoulder flash... and no active (probably no living) VPD member has a number anywhere near as low as 119. Most of the uniform VPD are between 2000 and 3000. Some of the old-timers, detectives, etc. are down around 1400.
I am not aware that Transit police even issue shotguns. They do have some patrol cars so, like all police, they probably try and get C8s, shotguns, or whatever they can make a case for to carry around in those cars. If he were turned the other way we would be able to see his GLOCK 22 rather than a VPD SIG 226DAK.

Definitely a seized gun. I doubt the cops are out there storming a house with a gun that doesn't have any sort of site, not even a front bead lol.
