You are on the right track: many new milsup folding stocks do not lock "out of the box" and require a bit of filing the tab until it locks. Did that myself. I also bent it a bit, since it did not lock up in folding position too as it was hitting the receiver before locking. Do not overdo or it might wiggle.
With all these comblock rifles - get use to Russian habits of tweaking/improving/fixing something which bought brand new. You lucky you did not live there, since this approach applies for all the new things over there, including cars as well.
