Wad Cutter basics??

Very new to handloading wad cutters, I have loaded thousands of handgun loads with SWC, and FMJs but my first box with hornady wad cutters and what to confirm with you here that I am right, well I hope.
Seen many wc loads at the range and DO YOU seat the WC right to the case rim???
and with a reduced load, BTW 38 sp loads for a 357 686 Titegroup powder.

You'll have to do some experimenting yourself, of course; but many .357 mag guns get better accuracy with the magnum cases. Generally, yes, the wadcutter is loaded flush with the case mouth, again, experimentation to see what your gun like best.
I had a Ruger GP-100 that worked best with hollow based bullets seated in magnum cases; but with the bullet seating depth the same as with a .38 spec. Which is to say about 0.1" below the case mouth (standard seater plug probably won't do that).
 
It depends. You must check the COL of the load to powder. If the COL calls for the bulet to stick past then you can not shorten it without reducing powder. Mine stick past.
