I just purchased/ordered my first restricted and have been waiting for three weeks now. One of my references called me last Thursday and told me that the Quebec CFO called him for references.

Normaly how long should the process to complete the transfer from the retailer take?
 
Usually 1 - 2 business days if buying restricted from a dealer here in BC & it goes thru the BC CPFO office for final approval. Usually 2 - 3 business days max if it's individual to individual. You're getting hosed in PQ... ;)
 
I just bought my first Restricted on Saturday (Feb. 16), called Monday (Feb. 18)afternoon and got my Temp att faxed to the gun shop picked up the handgun and the perminante ATT is in the mail. I was supprised how fast everything went through but you wont hear me complain one bit.

The problems is you are living in Quebec. In BC what we take is just a few days. As for mail order form the other provinces will take about one weeks to show up at the doors and they won't ask for reference.

The Quebec CFO has always been pretty good to me. I've never experienced unnecessary delays, and whenever there's missing paperwork, she informs me right away and we get it done without any troubles.

She's a nice lady. :)
 
So is it just in Ontario that you need to join a gun club before they let you purchase a restricted? I thought the same rule applied in Quebec...

Just spoke to the Quebec CFO this morning and they said that a 3 week wait is not unusual, She then told me that they were missing a photocopy if my shooting club membership card (my membership nimber was on the application) and a completed ATT.

I then asked them why they would require an ATT for something that is not yet in my possession and I don’t even have the S/N all she said is that it is required before transfer and in the place where the S/N goes to put a CFC reference no. However I do agree that she was very nice but not very accommodating, no phone calls to let me know of any missing requirements.

Is this procedure correct ATT before registration? Sounds a little fishy to me!

Sounds fishy to me, too... From what I understand, you can't even get an ATT if no guns are registered to you.

The only thing I can think off is that she meant ATT course, which is another way of calling the mandatory safety courses given at the gun range.

As a point of comparison, a buddy of mine in Quebec is buying his first restricted also, I don't think he's been asked for an ATT.
 
What a coincidence! My buddy just called me saying the CFO asked him for the same thing: photocopy of his club membership + ATT.

What they told him and didn't tell you, however, is that they don't require the actual ATT. They want you to send them a completed ATT Request Form, so they can obtain the ATT from the seller to the buyer for you before completing the registration!! Just go to www.cfc-cafc.gc.ca, check for Form #CAFC-679, fill it out and send it to the CFO along with a photocopy of your club membership, and you should be set.
 
Uhhh... This is standard procedure as of last July here in BC. You can't begin a restricted transfer without first having an LTATT, and you can't get that without providing proof of range membership.

Yes, this means you can't even fill out a good chunk of the LTATT, and that is just fine. The process was painless but they are rigid in those requirements now.

Odd. She always calls me when something is missing...

My transfer didn't take more than a handful of days. The only reason it took longer was because my ATT had expired and I had to send them a new application through snail mail. Otherwise, it would've been a one week transfer.

After speaking with the CFO I decided to go directly to SQ headquarters (home of the CFO) in Montreal to complete my request so as not to add any more confusion in what is exactly needed and to ensure the form is filled correctly and you know what they would not let me in.

What bull s*it.
 
Why are you making this harder on yourself? Just photocopy your membership card and fill out a 679 form as best you can. Stick in an envelope and send.

I filled out the form and was going to hand deliver it to save some time and assure I have everything that is needed. I guess guy's have never been caught up in any government buraecratic quagmires lately!

in ontario you need to have possession of a restricted firearm in order to obtain a LTATT for the range. Other wise why would they issue an ATT for nothing to transport? I know it sounds backwards but thats the facts. I know im in waiting for my LTATT right now. There were actually people in my range safety ATT course that didnt even have thier R-PAL ! Figure that one out.
 
CFO Quebec takes the full 30 days for a first timer. Your next gun will be faster. You can blame the Dawson idiot for the CFO taking the max time now.

Uh, no S/N? Did you call your retailer that you have your RPAL so they can initiate the transfer?

Well that would explain why it is taking so long. As for my Retailer I gave him all the required info including RPAL no. shooting club name and my membership number etc..
He has done many of Restricted transfers without a problem and I was told that is all I needed. This new requireent of sending ATT/LATT request along with photocopie of my club membership card before receiving/shipping of firearm is new and seems excesive!

If I or my retailer would have known this up front it may have saved me a bit to time.

This request flew through the CFC whithout a hitch, What I find inexcusable is that the CFO sat on this for two weeks and did not give me a call to advise me of the missing documents. If I haden't called who knows how long I would have had to wait.
