Hi guys, my firend is interrested in reloading for is ar-15 .223 so ... He does want a bit of quality but really some ammo at a cheap price... What do you recommend for this caliber and semi-auto or auto action.... I thik that the bullet should be crimped... But no sure

What are you using to reload them...

all thanks in advance

Don't bother with small base dies, they are not required. A Properly set up Full length die will do just fine.
For cheap dies, I don't thnk they get any cheaper than Lee.
Lee also happens to make a 'factory crimp' die that works very well.

For a sizer die, I don't think the brand necessarily makes a difference, but I'd go with a carbide die for longevity (you'll still need to lube them).
For an excellent seating die that will eliminate alot of the run out on the finished rounds, look to a Redding competition seating die.
