From the sketch of the base part and rings, you can see those cap screws are well below the centreline of the scope body - hence those "lugs" have to be closer together than the centreline width - hence the apparent need to "snap it over" - I notice the Warne instructions actually use those words, "Snap ring tops over scope tube..."
One of my very earliest posts on CGN (back in the day...) was about an adventure that I had trying to attach a 1" scope to my CZ 452 Silhouette - I think I had got actual "CZ" brand rings from Trade Ex or somewhere - a base unit that clamped to the dovetail with a screw up from underneath to connect to the ring part. Is a similar profile cap. The thin cardboard trick got the ring caps onto that Meuller scope without issue. I happily set in position and snugged up with my little torque wrench. That all was just fine - I do not remember why, but some time later, I undid those rings, and discovered they had "dented" into the scope tube body - appeared, as if the angle that those cap screws go, that they force those bottom edges tightly into the scope tube. I ended up filing off the sharp corners on the inside of the ring caps - by coincidence, I made them rounded as shown above on that sketch as the Warne rings are done - inside corners of the caps where they might contact the scope body - were very "sharp" right angle corners, as I recall, on the actual CZ rings - and eventually re-installed them. I also lapped those base units - more to ensure that they were indeed perfectly in line, which they appeared to be. The scope was a Meuller APV 4.5-14x40 AO - as per RimfireCentral at the time - that scope was all the rage for the best cost / performance in a rimfire rifle - made in China, of course.
I do recall a couple replies to my CGN post about others never having had that issue - then I wondered - is a bit unusual to remove your own installation at a later date - very much possible to have installed 20 sets of them and not know there was anything unusual going on - only discover the issue if you remove the installation. My Grandson currently has that rifle, and apparently is causing considerable angst and worry among the gopher population at his other GrandPa's farm pastures. So, the scope functions perfectly - except that I know the tube is dented under those ring caps.
