No.. all migratory birds must be hunted with non-tox shot.. regardless of WHERE they are hunted. It's a federal law as opposed to provincial.

I would get the choke opened up to a light modified constriction by a competent gunsmith. It will give you IM patterns with steel, and more open patterns for upland hunting with lead, which IMHO are much more desirable in most upland hunting situation. Your only downside is that the gun will no longer be usable as a turkey gun.
With tungsten shot running close to 5 dollars per cartridge, the modification will pay for itself pretty quickly.
Just my 2 cents worth.
