I concur... We've tried them too. You're better off making lids for them.
Double Tap's water resistant IPSC targets together with their patches are excellent in the rain (other patches will not work). Have seen them put to the test in rainy matches multiple times and they perform significantly better than standard targets.
This s the answer if rain is an issue. We usually experience rain at least once during the shooting year. We just use clear garbage bags. They are a nuisance but do work for all but the worst rainstorms. If we experienced more rain we would go to Pete's suggestion.

Order specialty patches or visit a printing shop that prints labels. You can get what you want made for you. My brother is in the biz and he made me some, but with regular adhesive. He has material meant for freezers too, and could have printed them on that stuff. If you get some made, try and do a big order combined with other clubs to save cash. Small orders get expensive. He made me about 70,000 and that is small for him.
We use tape you can order from HQ. Works great in wet conditions and the tap matches the cardboard targets. If you train the guys right you get patches that are neat and do not destroy lines on the target. I know tape is old school but it works!

I don't have any experience with Double Tap Sports targets, but I do have a ton with the Norwegian waterproof targets, and they f78king rock. You can shoot one, stick it in a barrel of water for a year, pull it out and use it. Not sure if they make IDPA targets or not though, but with a big enough order they likely would. They ship everywhere.
Kongsvinger club in Norway had two targets setup at the entrance to their range back in 2010 when I was there, one shot one virgin. They were still there 4 years later, they had faded, and drooped a little bit, and a couple patches had finally fallen off. But for the first couple years they looked nearly new despite years of rain, snow, wind and sun.

Shipping is brutal on just about everything these days. A quote for shipping for the target paster tape from IDPA HQ (mentioned earlier in the thread) was US$65. We paid $450 on shipping the last time we ordered a large batch of targets.
