It is a tough finish and my best guess is that it's a spray on epoxy of some type. I did one a few months back and it was a grunt all the way. It took several coarse sandings, application of stripper and scraping off repeatedly with a cabinet scraper sharpened with a strong burr. I am not joking when I estimate I put 15 hours into getting it off.
I would ask twice the price to do a refinish the next time. The customer wanted a dead flat oil finish in place of the gloss.
The stock wood was very nice and curtailed me from using a heat gun and if I ever do another I might play with a propane torch a bit used cautiously.
I have done several..............there is no easy way. My experience has been the same as stocker. A scraper, stripper and lots of work. The finish on the older Sako Deluxe rifle stocks was the same, tough as hell to get off.
If you sand it do not get any air born particles in your lungs. Use an organic respirator. Or other means to guarantee that you don't inhale particles. If in doubt read a safety data sheet on any epoxy.
If your heating it or burning it, same same. Use a fan or other means to keep this crap out of your lungs.
Other than that its wonderfull stuff. Unless your the guy that has to remove it
