Webley MKI ??? on markings

Hi everyone! I have just receive my new Webley MKI in the mail today, and It is a Very NICE antique gun. It as ARMY & NAVY CSL marked on top of the Barrel, 455/476 on the left side of bbl, serial number (matching) and the regular ''Webley patent MKI'' with the logo of a bullet with wings with W&S under. It also has H. Shipley on the back strap which I presume was the name of the owner. There is also several hard to distinguish puch mark here and there all over (appears to be all the same)

There seem to be no military marking on it, and NO broad arrow on the top strap as we usually see on Webley's.

Can anyone tell me if it is a commercial issue ? That is what I think, but since I dont have much knowledge of Webley,s I need some help.

IIRC army and navy CSL supplied guns for private purchase. and that officers could (or had too?) supply their own sidearms.

Do anyone have any Idea if the fact of being a commercial gun can affect its value + or - than a military issue gun ?
