P. Webley & Son on top strap . Some mention that after 1897 that changed ? Anyone know the cut off serial number range for these to be pre 1898 ?

In 1897 the company was merged with another and became Webley and Scott. Therefore any Webley and Son is Pre 1998.

All solid frame webleys are antique
They kept using the webley and son stamps after the merger so not a way to determine antique status
 
The "Webley & Son" line was still used long after the merger with Scott and Ellis. As stated, all solid-frame Webley's are antique, as Webley bought no solid frames from the foundry after 1893. I do not believe they made any of these in an exempt caliber however if you came across one that was altered into one of the exempt calibers, it would, of course, not be eligible for antique status.
