What is up with this bolt carrier? Anyone have a clue why this extra bit was added on? It's on a Colt.

Like TDC said, that is a Colt factory semi-auto carrier. Someone along the way welded (MIG it appears, rather than TIG) that extra piece on, to functionally make it back into an M16 carrier. Rough workmanship. It's safe to say the guy wasn't a machinist.

It is for a "drop in" auto-sear, or a bolt carrier activated hammer disconnector. Both of these "auto additions" require this particular type of arrangement on the bolt carrier. Before the BATF made them illegal in the U.S., you used to be able to buy a bolt-on section meant to fit the large slot at the bottom of a semi-auto bolt carrier, resulting in the same outcome.
Either way, I have no idea of the legality of this type of aftermarket modification.

Probably legal in Canada, as the drop-in auto sear is the prohibited component here. However, DO NOT install this carrier in any rifle you plan to take to the US, as I believe the BATF gets extremely upset over this type of component.

Is it prohibited to own it, or to place it in the lower? or both?

Opar:

Definition of a Prohibited Firearm

The Criminal Code states that a prohibited firearm is:
  • a handgun with a barrel length of 105 mm (4.1 inches) or less;
  • a handgun designed or adapted to discharge 25 or 32 calibre ammunition;
  • a rifle or shotgun that has been altered to make it less than 660 mm (26 inches) in overall length;
  • a rifle or shotgun that has been altered to make the barrel length less than 457 mm (18 inches) where the overall firearm length is 660 mm (26 inches) or more;
  • an automatic firearm and a converted automatic firearm;
  • any firearm prescribed as prohibited.

Technically, an AR15 drop-in auto-sear is a prohibited device under the Criminal Code, as prescribed in the regulations:

http://laws.justice.gc.ca/en/showdoc/cr/SOR-98-462/bo-ga:s_1::bo-ga:s_2?page=2

See Part 4, "Prohibited Devices".

It's also a criminal offence to import, or attempt to import one.

The bottom line is it's illegal to import, own, possess, and/or install in a rifle (unless you are a business with the right type of license).

Looks like its going to be fairly difficult to remove, most of us do not have the tools to take off that kind of metal.

I personally would leave it, as long as the rifle doesn't fire full auto you do not have a prohibited firearm or part.

Its perfectly legal.

Yeah I won't be changing it back, I'll leave that to the next owner. It sure doesn't fire full auto, so no worries there. It doesn't effect the functionality of the rifle either, so no big deal IMO.

botom line any one that knows an AR will look at you very much sideways... i would get rid of the extension

In my humble opinion, it is no different than installing an M-16 (full auto) bolt carrier in your AR. As long as you do not have any other components, or modifications (as per post by NS) to make it full-auto, (i.e. an automatic firearm and a "converted" automatic firearm), you are probably within the law. However, never take legal advice from anyone but a person well versed in firearms law. (In other words, NOT from me! :D) I would simply acquire a semi-auto bolt carrier and use that as opposed to the other "questionable" one you have.
