For that price, look at the Stag 16" Government Carbine for $1485.00 - assuming you don't want to build one up from scratch. If you build, you can get it for less money, but it's a bit of a PITA gathering and assembling all the parts and keeping shipping costs reasonable - the plus side is you would get the add-ons you want right from the start though.
Assuming no Norinco, you could build an M4gery for about $1000 worth of parts (not including tax and the shipping of various orders from Brownells, etc. using magpul furniture if you start with an ArmsEast Aero Precision stripped upper and lower. After shipping, you'll be in the $1150 range, still cheaper.... but....
ArmsEast will offer you lifetime warranty on the Stag, so if warranty is important to you, get a ready-made Stag.
I build them personally, but only because I like doing it and I like to hand-pick which parts I'm going to use.

I could be mistaken, but I believe the STI rifles ship with A2 stocks and unthreaded at the muzzle.
I have it on good authority that the barrels and maybe even complete uppers will be ready this month - not sure how much longer until the full $1000 canadian AR is at retail...?

THere's a couple norinco lowers on the EE and I'd suspect to see more with the new shipment SFRC recieved. I just want to see a pre-order or price for these Canadian made uppers that are coming...
I don't get that. Why run a Norinco upper on anything other than a Norinco lower? It's like dating an ugly girl but trying to find a way for your friends to not find out.

X2! With a combination of quality, price and lifetime warranty, STAG ARMS offer one of the best deals available to Canadian GunNutz. A little more pricey and a little outside your price range would be an LMT from Questar. Third choice, probably a RRA. Every now and then Questar has them on sale, and some good deals are to be had.
I doubt you'll get an ATRS for under $1800 taxes in.

Perhaps a minority here, but consider getting yourself a latest batch Norinco and a couple of cases of ammunition. The finish and accuracy of the latest batch of rifles is top notch. Well, maybe not as good as an LMT or one of the boutique brands, but I personally feel that they offer compelling value at an unbeatable price with more than adequate accuracy for competitions.
Mine was procured last year, but it has had absolutely no problems whatsoever in the time I have owned it. Just remember to keep it clean and get decent mags - the supplied ones can be problematic. The controls can be a little stiff out of the box but a couple of hundred rounds later you'd be hard pressed to differentiate between it and the more 'refined' rifle. I know, I have tried it with my others and failed so now the others are glorified safe queens

Not everyone needs a collapsible stock, and the Comp that is on it works fantastic.
Just checked Freedom Ventures Website, they are still $1500+tx...a steal for what you get.
