Not really. Letter system was always there. It has been passed from mosin 91/30. Think how small are the serial with letters and how big those would be without. My dad has 1949 with number 3 Unissued . I guess like one person put it here " You find an unrefurbed 49, you've won the lottery while being struck by lightning during an earthquake on the moon" so that other few people.
