What am I doing wrong with my 4200?

Ok, I buy a used BUshnell 4200, mount it on my rifle in TPS 0moa rail and TPS medium rings...get it zeroed at 100 yards and find I am already out of elevation????? Its a 8-32X40. Only thing I didn't do 1st was see if elevation adjustment was roughly in the middle! Is that my problem? The guy I bought it from said he used zee rings with insert, but surely the thing must be able to achieve better adjustment then this without inserts or shims????
 
I have a couple of these scopes. They use 1/8" adjustments for elevation, and run out pretty quick. I use Burris insert rings and a 20 moa mount to zero them at the bottom of their elevation range so I can use as much of the internal elevation as possible. They really aren't a good choice for an LR scope though. Nice glass, just not enough elevation. - dan
 
Mine does the same. I have it mounted on my 300 Win Mag Ruger. Its a great hunting/general target shooting scope. I would buy another but for long range work, it runs out of adjustment.
