What am I overlooking?

This is a brand new rifle so I am hoping it will be a warranty claim.
I purchased from Wolverine Supply so I suspect they will take care of that end of it.......with the Covid19 they are hard to get a hold of as sounds like there shop is presently closed??
Left an email and voice mail so hopping to hear from them soon.

Im sure they'll take care of you one way or another. Might take some time due to Covid but in the end it should work out. Wouldn't hurt to contact Bergara or their warranty center in Canada if they have one, just to get the ball rolling if thats the route you end up having to take.

It can be very difficult to tell whether the holes or barrel are not as they should be by lining up the holes and projecting no more than 24" to the end of the barrel. That's probably too short a distance to tell for sure one way or the other. For a more certain evaluation it would be necessary to be able to assess how far off it would be at the distance being shot (or at which the scope ran out of windage). In any case it's likely there are more reports of holes not being centered than barrels being installed out of whack.

I don't have the target in front of me (as working right now) but going by memory, at 50 yards with the scope at max windage I was still shooting 2.5 inches right of the point of aim. There is 9.5 MOA adjustment scope windage to the middle so that would work out to ~ 7 inches right of point of aim @ 50 yards with the windage turret in the middle of its range.
Regarding the holes, yes, could very well be correct there......
It sounds like you have had quite a number of firearms........have you ever had one with the holes being drilled off centre?
Thanks for your input.

All my .22LR rifles that came to me equipped for mounting optics, except for one, a Savage that I had some years ago, have had dovetail grooves, some of them also drilled and tapped for bases. I have used dovetail rings when possible, except for Burris Signature Zees and delrin dovetail to weaver adapters on several sporters. If I recall correctly one of those rifles with which I used dovetail rings had the dovetail grooves (or the barrel) out of alignment to the point where I had to adjust the windage almost all the way for shooting at 50 yards.

I suspect the holes on your Bergara are not perfectly aligned. But as suggested by someone above, it's often worth switching the bases, front for back if possible because the bases may not be perfectly true.

If that doesn't help and you have Burris Signature Zee rings, the ones that use the delrin inserts, including offset inserts for elevation and windage adjustment, you can set them up so that you can use your rifle without issue as is. The inserts come in pairs of +/- .005", +/- .010", and +/- .020" sizes and you can use them in combination to move the windage and/or elevation considerably, by as much as 24" at 100 yards. (Note: Burris Signature Zee rings use the inserts, Burris Zee rings do not.)

If you want to try the Burris Signature Zee rings but can't find the offset inserts let me know. I have an extra set.

Odell is the warranty centre I believe, that’s who I dealt with. They made it easy

Thanks for the suggestions - very doable but not my first choice......but as a last resort, which in a positive view is a viable option.
My plan was to have several of my 22's setup for one scope using quick attach rings as I just recently purchased a high end target scope that I was going to use to see if I can get my rifles into the 1/2" 50 yard challenge. I had thought of using the inserts or windage adjustable Zee rings but that would screw up my plans for using the target scope on the Bergara :-( Not to mention should not have to live with this type of issue on a new firearm.
