I found a link on Angelfire.com that says the M908 round was the first 7.62x54R cartridge to use a spitzer bullet. Production begain in 1908.

Never seen these in person before, but searching online also suggests to me it's 1200 rounds of 54R.

I found images of crates and boxes with similar markings that are Yugoslavian military surplus. Images of boxes that say “M908” which is what's in the original post apparently stand for the “Model 1908 cartridge”, which would likely be 7.62x54R.

The 54R was introduced in 1891 while the 7.62x39 was designed during WWII (i.e. after 1908) according to Wikipedia.
